Anyone with that much wealth could live anywhere they wanted. Yet none of those 18 Black billionaires opted to live in Haiti, which has been a Black majority ruled country since 1804. None of them have moved to Liberia, which has been a Black majority ruled country since 1847. And none of them can be found in Ethiopia, the only country on the African continent that, despite being occupied by Italy during WWII, was never colonized by any European power.
