The Filibuster Blues

I have long thought the Filibuster was a tool of the minority. Yeah. Republicans have controlled government less than 44 years for the entire duration of the country. They have never been in a position to achieve cloture on their own. I sometimes think the filibuster was created by Republicans to stop the Democrats from ruling without regard to the other side of the aisle.
