They are all welfare states. They all rely on capitalism to generate profits. And then they just tax those profits by various means. In the end, the government winds with 75% of the profits which capitalism provides.
In this way, the central committee decides how to apply the resources nationally, because the individual citizen/subject cannot be trusted to spend their income appropriately, because the individual lacks the wisdom which is possessed only by the ruling elite.
